Scott Lawrence, founder, worked the first half of his career in the grocery store anchor side of the business and most recently on the property owner side of the business.

After 30 years of combined experience it was time to make the final connection of utilizing those years of experience to create a Company with high standards for customer service and blend the experiences gained to service property owners, tenants, and customers.

Scott Lawrence

President & Founder

Scott Lawrence serves as Western States Construction Management Group’s President.  He was previously a Senior Vice President of Design & Construction for Donahue Schriber Realty Group.  In this role, his teams were responsible for pre-development and acquisition due diligence, environmental standards, construction administration, entitlement and government approvals, design and engineering, and overall construction management. 

He has 30 years of industry experience and holds the following designations: Leadership in Energy and Environmental Design (LEED) Green Associate accreditation and Certified Development, and Design and Construction Professional (CDP) through International Council of Shopping Centers (ICSC).

Prior to joining Donahue Schriber, he was Vice President of Construction for Ralphs/Food 4 Less and was involved in the construction of over 100 new stores, 25 expansions, and 500 remodels. He completed his undergraduate work at Point Loma Nazarene University and holds his Master of Business Administration from National University.  He is an active member of ICSC and serves on the ULI Retail Platinum Council.

Don Armstrong

Director of Construction

Don Armstrong serves as a Director of Construction in the San Diego, Bay Area, Pacific North West, and Arizona regions for Western States Construction Management Group.

He is responsible for all Construction related activity in the region, including pre-development and acquisition due diligence, environmental standards, construction administration, entitlement and government approvals, design and engineering, and overall construction management. 

Don has over 20 years of industry experience and holds the following designations: LEED Green Associate and CDP through ICSC.

Before joining Western States Construction Management Group, he was Director of Construction for Donahue Schriber, managing the construction activity in the San Diego region. Prior to Donahue Schriber, he was a Project Manager for Home Depot and Ralphs/Food 4 Less and was involved with several conversions, expansions, remodels, and new construction throughout California and Nevada. 

Michael Osborne

Director of Construction

Michael Osborne serves as a Director of Construction for Western States Construction Management Group in Sacramento and the Southern and Central California regions.

He is responsible for all Construction related activity in the Central Californian region, including pre-development and acquisition due diligence, environmental standards, construction administration, entitlement and government approvals, design and engineering, and overall construction management. He has 25 years of industry experience and holds the following designations: LEED Green Associate and CDP through ICSC.

Prior to Western States Construction Management Group, he was a Construction Manager for Donahue Schriber Realty Group managing the construction activity in the Southern and Central California regions.

Before joining Donahue Schriber, he was a Construction Manager for Ralphs/Food 4 Less of the Kroger Companies and was involved in the construction of dozens of new stores, multiple expansions, and hundreds of remodels. He is a Military Veteran who served honorably in the United States Marine Corps up until his career in construction.
