Scott Lawrence made a bold move at the beginning of COVID-19 by launching Western States Construction, but strength and loyalty in his team poised them for success. Gleaming in their portfolio is the maritime-inspired Del Mar Highland’s Sky Deck. It will feature 10 separate culinary experiences with one centrally located cocktail bar and a gorgeous skylight.
